City Engineer
Mott Watkins Associates has been serving as the City Engineer for the City of Somers Point since January 2007. The City of Somers Point is located in the eastern part of Atlantic County, southwest of Atlantic City. Somers Point has a total area of 5.2 square miles, of which, 4.0 square miles of it is land and 1.1 square miles of it is water. The City had an estimated population of 10,795 persons in 2010. All development in the City is subject to the jurisdiction of the New Jersey Department of Environmental Protection (NJDEP) through the Coastal Areas Facilities Review Act (CAFRA) regulations.
General municipal engineering responsibilities have included the review of all applications for road openings, maintenance of the City’s tax assessment maps, preparation of grant applications to the New Jersey Department of Transportation (NJDOT), New Jersey Department of Environmental Protection (NJDEP), Atlantic County Improvement Authority, and other governmental agencies.
Mott Watkins Associates has been responsible for the oversight and construction management of approximately $5 million per year of residential subdivision and commercial site plan improvements. These improvements include roads, sanitary sewer, storm water management facilities, concrete curb and sidewalk, landscaping, parking lots, and various other improvements.
Mott Associates has designed and managed the construction for over $3.9 million of capital improvement projects which include:
NJDOT FY 2007 & 2008 Municipal Aid Program for Massachusetts Avenue Phase I & II, NJDOT FY 2009 Municipal Aid Program for Higbee Avenue, NJDOT FY 2010 Municipal Aid Program for Groveland Avenue, NJDOT FY 2012 Municipal Aid Program for Chapman Blvd, NJDOT FY 2013 Municipal Aid Program for Connecticut Avenue, NJDOT FY 2014 Municipal Aid Program for Bala Drive - performed the existing conditions survey, design, supervision and inspection of the reconstruction according to NJDOT standards. The total cost of these State Aid projects were approximately $1,600,000.
NJDOT FY 2011 Discretionary Aid for Resurfacing of West Laurel Drive - secured $225,000 in NJDOT Discretionary funding to resurface West Laurel Drive between the parkway toll plaza and Rt. 9. The firm performed the existing conditions survey, design, supervision and inspection of the reconstruction according to NJDOT standards. The total cost of the project was approximately $300,000.
2008 & 2009 Community Development Block Grant for the Reconstruction of Colwick Drive, Merion Drive, Jordan Road, and Vassar Road - performed the existing conditions survey, design, supervision and inspection of the reconstruction according to program standards. The total cost of the project was approximately $270,000.
NJDOT FY 2009 Municipal Aid Bikepath Extension Phase I - responsible for obtaining a $200,000 grant from NJDOT for this project which extends the Somers Bike Path from the current ending at City Hall to Somers Avenue. Phase II of the project will connect Phase I with the bikepath being constructed by the State with the Rt.52 project. When completed, bikers and pedestrians will be able to travel from Pleasantville to Ocean City on a dedicated bikepath. The firm was responsible for the existing conditions survey, design, and construction management for Phase I. The design has taken into account safety of bicyclists and pedestrians, the adjacent owners of the project, including the City’s Public Works yard, and AASHTO and NJDOT design criteria. The cost of the project was approximately $200,000.
Bay Avenue Drainage Improvements - responsible for the survey, design, and construction management of the drainage improvements to Bay Avenue. In particular, this project included removing two existing outfalls which were failing and therefore causing settlement of private property. The two outfalls were replaced with one new larger outfall cradled with Fiberglass Reinforced Plastic (FRP) lumber piles which conformed to new environmental standards. The total cost of the project was approximately $70,000.
Marks Road Improvements - responsible for the survey, design, and construction management of the improvements to intersection of Marks Road and Bethel Roads which included the complete reconstruction of the intersection to provide a safe crossing for students’ walks to and from school. The total cost of the project was approximately $106,500.
East Atlantic Road Reconstruction - performed the existing conditions survey, design, supervision and inspection of the reconstruction of the entire length of East Atlantic Avenue including the complete reconstruction of the intersection to provide a safe crossing for students’ walks to and from school The cost of the project was approximately $400,000.
2009 Road Program - performed the existing conditions survey, design, supervision and inspection of the reconstruction of portions of Sunny Avenue, Somers Avenue, and Pleasant Avenue. The total cost of the project was approximately $157,000.
2011 Road Program - performed the existing conditions survey, design, supervision and inspection of the reconstruction of portions of Haddon Road, Princeton Road, Osborne Road, and Nassau Road. The total cost of the project was approximately $335,000.
South Laurel Drive Reconstruction - the existing conditions survey, design, supervision and inspection of the reconstruction of the entire length of South Laurel Drive. The total cost of the project was approximately $375,000.
2012 Road Program - the existing conditions survey, design, supervision and inspection of the reconstruction of portions of Lehigh Drive, Rutgers Road, Bucknell Drive, and Pirate’s Alley. The total cost of the project was approximately $425,000.
2013 Road Program - the existing conditions survey, design, supervision and inspection of the reconstruction of portions of Third Street, George Street, Holly Hills Drive, Exton Road, and Edgewood Drive. The total cost of the project was approximately $525,000.
2014 Road Program - performed the existing conditions survey, design, supervision and inspection of the reconstruction of portions of Exton Road, Holly Hills Drive, Village Drive, Par Drive, Braddock Avenue, Braddock Drive, Woodland Avenue, and Fourth Street The total cost of the project was approximately $670,000.
2011 & 2012 Community Development Block Grant for the Reconstruction of Sunny Avenue - performed the existing conditions survey, design, supervision and inspection of the reconstruction of a portion of Sunny Avenue according to program standards. The total cost of the project was approximately $120,000.
2013 Community Development Block Grant for the Reconstruction of Ninth Street and Pennsylvania Avenue - performed the existing conditions survey, design, supervision and inspection of the reconstruction of a portion of Ninth Street and Pennsylvania Avenue according to program standards. The total cost of the project was approximately $135,000.
Miscellaneous Dock Repairs - Mott Watkins Associates was responsible for the survey and design of repairing the public fishing pier at New Jersey Avenue, the dock at Higbee Pier, the dock at JFK Park, and several bulkheads. The firm was responsible for obtaining funding from FEMA and obtaining all necessary permits and meeting the requirement of the NJDEP administrative order regarding repairs due to Hurricane Sandy. Mott Associates also handled the construction management for this project. The total cost of the project was approximately $300,000.
JFK Park Gabion Improvements - Mott Watkins Associates was responsible for the survey and design of a rock filled gabion system to repair and prevent future erosion events. The firm was responsible for obtaining funding from FEMA and obtaining all necessary permits such as soil erosion and sediment control and meeting the requirement of the NJDEP administrative order regarding repairs due to Hurricane Sandy. Mott Associates also handled the construction management for this project. The total cost of the project was approximately $461,000.

Project Description:
Somers Point owns and maintains several public docks, fishing piers and boating facilities throughout the City. Hurricane Sandy caused significant damage to these structures.
Mott Watkins Associates was responsible for the survey and design of repairing the public fishing pier at New Jersey Avenue, the dock at Higbee Pier, the dock at JFK Park, and several bulkheads. John F. Kennedy Park Gabion Improvements

Project Description:
John F. Kennedy Park is a multipurpose recreational facility located adjacent to the Great Egg Harbor Bay on a natural bluff. The site is prone to erosion and sustained significant damages as a result of Hurricane Sandy.
Mott Watkins Associates was responsible for the survey and design of a rock filled gabion system to repair and prevent future erosion events. The firm was responsible for obtaining funding from FEMA and obtaining all necessary permits such as soil erosion and sediment control and meeting the requirement of the NJDEP administrative order regarding repairs due to Hurricane Sandy.
